In your answer to Robert Ward, you could have answered his whole
argument much more simply: the point is not whether there was
provocation in those situations, but that throughout history, the
systematic (I'd almost say knee-jerk) reaction of the US to any kind of
provocation -- contrary to most other powers -- has been to start a war,
or threaten to do so. It still is. The distinction between being "the
world's policeman" and "the world's bully" has always been pretty fuzzy
in American minds.
