     Why doesn't anyone mention the thousands of Guatemalan refugees in
     Chiapas (and Campeche and Quintano Roo, for that matter) when
     discussing the developments in Chiapas?  I was in a refugee camp in
     Chiapas in 1991/1992 and am certain that there are still Guate
     refugees there.  Are the Guatemalans and the Mexicans in that state
     working together?  What are the local oligarchies doing to the
     refugees?  How is the federal govt treating the refugees?  What are
     the connections?
