Have our institutions failed to select the best and the brightest to safeguard the basic resources we all depend on? Are their theories of husbandry all wrong? Surely, if we are as smart as we think we are, and our educational establishment is as advanced as we say it is, then we ought to have done a better job of it! But the problem is, the crisis we face has to do with the structure of authority itself, and nothing familiar will help us through it.
